Manuel Homem completed the Computer Systems Engineering course at the Instituto Superior Privado de Angola-UPRA after taking a Masters in Computer Systems and training in Project Management. He was Director General of the National Institute for the Promotion of the Information Society – INFOSI. He also was Secretary of State for Information Technologies.

 In March 2020, he assumed the functions of Minister of Telecommunications, Information Technologies and Social Communication. Since September 2022, he has assumed the role of Provincial Governor of Luanda.
