Guilhermina Filomena Saldanha Ribeiro, President of Dili Municipal Authority, pos graduated on Economics and Management and graduated on Public Administration, at National University of Timor-Leste.

She was a General Director at Ministry of Planning and Territory, Director General of Financial and Administration at Ministry of Interior, and National Director at National Directorate of security for public buildings of Ministry of Defense and Security.

She has many more experience at the area of administration and finance.  She has been active on those areas for 20 years now. She had several qualifications and professional training. Actively participated during the resistance struggle for the liberation and independence of Timor-Leste as a clandestine member (Veteran).
